The Council of Europe, headquartered in Strasbourg, France, is an intergovernmental organization consisting of 46 European states. It was founded of May 5, 1949 by way of the Treaty of London, which states that:
“The purpose of the Council of Europe is to achieve greater unity between its members in order to safeguard and promote the ideals and principles that constitute their common heritage and to encourage their economic and social progress.”
These ideals and principles are structured around the pillars of human rights, democracy and the rule of law, which form the main focus of the Organization’s work. The Warsaw Summit of Heads of State and Government in 2005 reinforced this orientation in terms of the Council of Europe’s activities.
