Seminar about the security sector in the Arab World

Casa Árabe and the Arab Reform Initiative organize the conference Security Sector Reform in the Arab World with Comparative Examples from Latin America and Spain (4-5 November 2010 – Madrid, Spain).

Two years ago, the Arab Reform Initiative, a consortium of Arab and European policy research centers of which Casa Arabe is a member, started an ambitious and pioneering project on the role of the security sectors in Arab countries and the prospects for reforming them, supported by the International Development Research Centre (IDRC). This sensitive yet central sector for democratizing the Arab political systems is considered here from the political rather than the technical and administrative angle. ARI relied on a group of experts from the countries studied to undertake in-depth research based on inside knowledge, field investigations and interviews of representatives of security agencies in eight Arab countries: Egypt, Sudan, Algeria, Morocco, Jordan, Palestine, Lebanon and Yemen.

The eight country studies provide ground-breaking knowledge on the subject in the selected countries and were discussed in three outstanding regional meetings in Egypt, Lebanon and Morocco which gathered all the stakeholders from civil society, media, academia, legal experts  and high level officials from the security sectors. In addition to the country studies, a selection of key thematic cross-country issues were identified by the project taskforce to be discussed comparatively among which the challenges of fragmentation of the security sectors in contexts of instability, the spreading trend of privatization of security, the role of outside powers and the gender issue in security sector reform.

This conference in Madrid, organized with Casa Arabe represents the final stage in this study which will result in the publication of an edited book with all the contributions, some of which have been already discussed and are posted on ARI’s website, and others to be discussed at the conference and finalized shortly after. The conference will devote an extensive discussion to the experiences of Latin American countries in security sector reform and the connection with the overall process of democratic reform. Likewise, the experience of Spain will be given special attention in the discussions.  While the project established a network of Arab distinguished experts in the field, the conference will seek to ensure sustained links with scholars and practitioners from those countries.

The seminar will be inaugurated by Gema Martín Muñoz, director general of Casa Árabe, and Bassma Kodmani, ARI director. The programme of this meeting includes lectures and roundtables like Timing, actors… SSR in Latin America and Spain; Role of outside powers in structuring the security sectors of Arab countries? The examples of the United States and Great Britain; Security sectors and the role of the judiciary; or Gender in the security sector: a social or a political challenge?
