Debate over Institution Reform

Five series of round-table discussions organized with the cooperation of the Spanish Transition Foundation and the Universidad Internacional Menéndez Pelayo (UIMP).

It seems clear that, in just a few recent years, the socio-economic crisis –though it began as a financial crisis alone– has negatively affected the prestige of certain institutions that make up the social and democratic State of Law which the current Constitutions makes sacred.

In sociological terms, one might perhaps speak of a crisis of legitimacy. Surveys show data that should concern all of us, which is why the need has arisen for debate over clear political reforms: but what is needed? A reform of the Constitution, or just a reform of certain laws and institutions. At this time, the constitutional debate is present above all within political parties and in published opinion. However, no sincere objective of political consensus is perceived, which is essential in this state of affairs, at least under similar terms as those which made the Constitution possible, along with implementation by way of a large number of statewide laws enacted by ample majorities in the Spanish parliament.

It therefore seems advisable to promote calm analyses and debates, with the highest academic level in our power, regarding the current institutional situation. Starting with the Transition, or in other words the time when the Constitution was formed, we will attempt to examine our main institutions, to the greatest possible extent, performing an analysis of the various proposals which have been made in Spain’s academic and political public life.

This is not the first time that the Spanish Transition Foundation has brought up these matters. Not long ago, we held a series of conferences regarding the topic “35 Years After the Transition: Three proposals for regeneration.” Now, with the cooperation of the Universidad Internacional Menéndez y Pelayo, we are attempting to make a further contribution to the discussion which is occurring today within a very significant part of the Spanish society.

  • Remembering the Transition (dedicated to Adolfo Suárez)

    Opening session
    The series “Reforming Institutions: A Debate,” organized by the Spanish Transition Foundation and the Universidad Internacional Menéndez Pelayo (UIMP), was officially opened on Tuesday, May 27, at 9:00 a.m., in an event presided over by José Manuel García-Margallo y Marfil, Spain’s Minister of Foreign Affairs and Cooperation. The event also included the intervention of Eduardo López Busquets, the General Director of Casa Árabe; José Luis de Zavala Richi, the President of the Spanish Transition Foundation, and Rodrigo Martínez-Val, Vice-Rector of Innovation and Project Development at the UIMP.
       
    After this, a round-table discussion was held with the title “Economy and Society from 1975 to 2014,” with the participation of Fernando Eguidazu, Director General of International Economic Relations of the MAEC, and Bernabé Sarabia, a professor of Sociology. The discussion was moderated by Luis María Linde, Governor of the Bank of Spain.
     
  • The Constitution: Why was it made this way?

    A round table discussion which forms part of the discussion series “Reforming Institutions: A Debate,” organized by the Spanish Transition Foundation and the Universidad Internacional Menéndez Pelayo (UIMP). 
    Taking part in this event were diplomat Alberto Aza Arias and Sociology professor Ignacio Sánchez-Cuenca, with moderation by Juan Antonio Ortega y Díaz-Ambrona, an attorney for the Council of State.
       
            This second session will begin at 7:00 p.m. in the Casa Árabe Auditorium (at Calle Alcalá, 62), with free entry until the event’s capacity is reached.
     
  • Changes in the Autonomous Regional System: The role of Constitutional Court jurisprudence

    This event will be opened by the President of the Council of State: José Manuel Romay Beccaría.
       
    The round-table discussion will include speeches given by Roberto Blanco Valdés, a professor of Constitutional Law, with moderation by José Domingo Domingo, secretary of Societat Civil Catalana.
