Report on Democracy in North Africa

In Madrid on Monday, June 10, Spain’s Minister of Foreign Affairs and Cooperation, José Manuel García-Margallo, will be presenting a report titled "Europe and Democracy in North Africa: A Second Chance." Attending and participating in this event, which was organized by Casa Árabe, the UNED university, the Madrid Office of the European Council on Foreign Relations (ECFR), the CIDOB and Casa Mediterráneo, along with García-Margallo will be Eduardo López Busquets, the General Director of Casa Árabe; José I. Torreblanca, a UNED professor and the Director of ECFR Madrid; Lluis Bassets, the Assistant Director of El País newspaper, and Ana Palacio, a member of Spain’s Council of State.
The wave of protests and political changes in North Africa is requiring a large portion of international donors to reorient their international cooperation policies towards the region. As this book highlights, one of the main challenges is to achieve a better integration of the three pillars of foreign policy: democracy, development and security. This new consensus would be exemplified by the new European policy towards the region, approved in April 2011, which represents a sincere, profound admission of guilt about the errors, contradictions and inconsistencies in past policies. Europe has committed to making the promotion of democracy the main guiding principle in policies of cooperation, development and security towards the region. This book deals with that challenge and the difficulties in putting it into practice.

Chapter 5: Egypt: Strategies of Cooperation to Deal with an Unfinished Revolution, by Hélène Michou.
Chapter 6: Mauritania: Different Rhythms in an Environment of Upheaval, by Javier Nievas Bullejos.
Furthermore, the report analyzes and compares the national strategies for cooperation with the Arabic World, such as the MASAR Program of Spain, the United Kingdom’s Arab Partnership and the Arab Initiative of Denmark, as well as other European initiatives.
