Status Report on Spanish Cooperation in Palestine

On Tuesday, April 23, UNRWA Spain is presenting the report "Changes in development aid in the occupied Palestinian territory and perception of the Spanish people: a status report from the perspective of Human Rights."

The document, which will be presented by Raquel Martí, Executive Director of UNRWA Spain, provides an overview of the changes in aid going towards the occupied Palestinian territory and analyzes the changes which have occurred in that aid and the perception which various role-players in development have of the work carried out, from different perspectives.

Completed with the support of the AECID, the Spanish Agency for International Development Cooperation, the report is an attempt to create a dynamic, useful tool for the everyday work of development ONGs and the public administrations which do work related with the occupied Palestinian territory.

To produce the report, discussion groups were held with development NGOs for more than one year, as well as personal interviews with representatives of the public administrations and a global survey of the people in nine Spanish autonomous regions about their perceptions regarding the Palestinian-Israeli conflict and the cooperation policies of the central and autonomous regional governments.

This document provides an overview of the changes in aid going towards the occupied Palestinian territory, as well as the uncertain future of that aid, the specific features of the humanitarian action and development cooperation occurring within this context, the perception and knowledge of the people about the situation in Palestine, the work performed by NGOs and the role of the media. Analyzed as a backdrop is the work performed from a Human Rights perspective.

This document includes a series of recommendations with the objectives of improving the NGOs’ work and that of the public administrations in the occupied Palestinian territory and achieving more fluid, participatory communications with the rest of civil society.
